Job Description/Key Resonsibilities

The Government of the Cooperative Republic of Guyana has received financing from the Inter-American Development Bank (IDB) and the Caribbean Investment Facility (CIF) of the European Union (EU) towards the cost of a Power Utility Upgrade Program and it intends to apply part of the proceeds to eligible payments under a contract of service for a SCADA Engineer for Guyana Power and Light Inc.

The Guyana Power & Light Inc. now invites applications from suitably qualified candidates to fill the vacancy of SCADA Engineer within the SCADA Unit, System Control and Engineering Services Department- Sophia, Georgetown.

The objective of the post is to support GPL’s system operations by ensuring proper management, maintenance, and development of the SCADA Human Machine Interface (HMI) screens, configure new and maintain existing SCADA monitoring points.

Under the direction of the Senior SCADA System Engineer, the successful candidate will be responsible as follows:

Essentials of the Job

  1. Configure new and maintain existing SCADA monitoring points (analogs, indications, accumulator, controls and set points) and test new substations in the SCADA
  2. Identify and resolve SCADA related data acquisitions
  3. Perform daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary.
  4. Configure alarms for off-normal and events (limits, normal states) and add new points to monitor and control the main SCADA
  5. Support the operators with

  7. Administration of the activities related to system security, backup and crash recovery.
  8. Manage, deploy, install, configure, and monitor the components of the system on an on-going basis.
  9. Participate in fixing the malfunctions and anomalies of systems and its applications.
  10. Repair and recover from hardware or software failures. Coordinate and communicate with impacted users.
  11. Participate in developing emergency procedures and assists in crisis, disaster recovery and emergency situation.
  12. Engineering of system engineering-related solutions for various project and operational needs.
  13. Review and approve project specifications, test procedures and the testing and commissioning of new systems and supervise contractor work for the major projects.
  14. Ensure the power system application software such as state estimator, load flow and contingency analysis is operational and tuned.

Required Qualifications and Experience

Applicant is required to have a Bachelors of Science/Engineering Degree in Power/Electrical/Mechanical Engineering or its equivalent from an accredited institution with five (5) years’ experience. The successful candidate will receive specialised on-the-job training during the first year of service.

Applicants must be from an Inter-American Development Bank member country or recognized as eligible by the European Union under its applicable regulations on procurement.
