SUBSTATION ELECTRICAL ENGINEER

The Government of the Cooperative Republic of Guyana has received financing from the Islamic Development Bank toward the cost of the funding shortfall to satisfy the targets of the Power Utility Upgrade Program (PUUP), and intends to apply part of the proceeds for consultant services.  The services include preparing and reviewing designs, leading the procurement process for the Contractor, preparing the specification and managing the substation works at Kingston and Vreed-en Hoop during the implementation period. Please refer to the General Procurement Notice (GPN) for this project that appeared in the Guardian Newspaper, dated September 13, 2018.

The objective of the Electrical/Substation Engineer is to provide the capability within the Project Coordinating Unit (PCU) of the PUUP, mainly in the area of designing, preparing the specification and managing the implementation of the substation works at Kingston and Vreed-en-Hoop.

The intended outcome of this individual consultancy for the Substation Electrical Engineer is an improvement to the DBIS infrastructure through the effective and efficient upgrade of the substations at Kingston and Vreed-en-Hoop.

The Consultant must have at least a Bachelor’s Degree in Electrical Engineering and should preferably be a registered member of a recognized professional engineering society, along with 10 years’ experience in the electricity Transmission and Distribution systems including minimum 5 years in the design and management of Gas Insulated Switchgears (GIS).

Required Qualifications and Experience

The Guyana Power and Light Inc. now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services. Experience in the following areas or tasks shall be an expected requirement for the assignment:

  • Sound experiences and capabilities in the design of high voltage and medium voltage GIS (Gas Insulated Switchgear) substations
  • Knowledge of IS/IEC is required
  • Knowledge of IEEE/ANSI will be an added advantage
  • Sound knowledge in system modeling, relay coordination studies, and development of associated protective relay settings for systems ranging from 13.8 kV to 69 kV is required
  • Experience should include working on transmission line, bus, transformer, capacitor bank, reactor bank, feeder, and communication assisted protection schemes

The consultancy is to be executed over 30 months resident in Guyana.

Interested consultants will be determined to be short-listed by demonstrating in their Expressions of Interest, that they have the relevant qualifications and experience to carry out the services associated with this consultancy. After review of EOI’s an interview will be conducted to determine/confirm the most suitable candidate for the position.

The working language of the consultancy will be English, and reports will therefore be presented in that language.

The consultant will be selected in accordance with the procedures set out in the Guidelines for the Procurement of Consultant Services under IsDB project Financing, April 2019.
