The Government of the Cooperative Republic of Guyana has received financing from the Islamic Development Bank toward the cost of the funding shortfall to satisfy the targets of the Power Utility Upgrade Program, and intends to apply part of the proceeds for consultant services.  The services include the site supervision of PUUP Lot C works and the design, specifications preparation, support for the tendering and site supervision for the works related to Kingston and Vreed-en-Hoop substations, during the implementation period, October 19, 2019 to August 30, 2022.  Please refer to the General Procurement Notice (GPN) for this project that appeared in the Guardian Newspaper, dated September 13, 2018.

The Guyana Power and Light Inc. now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrate that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment:


  • supervision of works involving construction or rehabilitation of medium (13.8kV) and low voltage (120/240V) distribution networks and installation of smart meters including review of designs, validation of equipment, materials, among others, in line with required specifications and standards;
  • supervision of works involving substation normalization which includes EPC works related to construction/upgrade of the Substations;
  • supervision of works involving the installation of 8 kV or higher Metal Clad Switchgear (15 cells), including 69 kV GIS (6 bays), installation of power transformers 13.8/69 kV, 25-80 MVA or higher and upgrading of associated circuits for substations;
  • supervision of works involving the installation of 69 kV AIS bay, modification of grounding system for power stations and upgrading/installation of distribution feeders, preparation of designs and specifications for substations;

Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy.

A consultant will be selected in accordance with the procedures set out in the Guidelines for the Procurement of Consultant Services under IsDB project Financing April 2019.
