Job Description/Key Resonsibilities

The Guyana Power and Light Inc. invites applications from interested candidates with the requisite qualifications and experience to fill the vacancy of Data Management Officer – within the Engineering, Designs & Standards Department – 257/259 Middle Street, Georgetown.

The incumbent will be responsible for technical, non-technical, and statistical inputs and analyses required to produce robust and up-to-date reports for GPL Executive Management, Public Utility Commission (PUC) and Managers of GPL.

KEY RESPONSIBILITY AREAS:

  1. Liaise with external agencies including the Ministry of Finance and Bureau of Statistics to obtain data on economic performance, demography and other relevant data that drives energy demand
  2. Coordinate with the Demand Forecasting Engineer to construct, calibrate and validate energy demand forecasting models
  3. Collect, classify, organise, analyse and depurate raw data provided by Network Operation, System Control and Operation, Finance and Generation Departments for statistical and reporting purposes
  4. Define and communicate the need for new raw data registering;
  5. Determine basic system statistics: energy production, power production, system loses, demand load, energy consumption, energy balance, fuel consumption, power plant efficiencies,
  6. Calculate system performance indices: Power plant indices such as availability, reliability and productivity, Transmission system indices (availability and reliability), Distribution system indices (SAIFI, SAIDI, CAIFI, and CAIDI);
  7. Support the monitoring of actual quarterly sales and other out-turn performance against forecasts;
  8. Develop and publish in a monthly, quarterly and annual report, the System Statistics, Performance, Reliability and Sales.
  9. Develop and publish Executive Reports on a monthly, quarterly and annual basis.
  10. Perform any other related duties that may be assigned to you within the scope of your duty by a duly Authorized Officer.

COMPETENCY PROFILE: 

    • Possess a good understanding of electrical engineering together with knowledge of utility-scale electricity network operations and design or Economics and Econometric Modelling
    • Interest in and awareness of electricity demand forecasting techniques.
    • Knowledge of the technical aspects of demand-side management, such as time-of-use metering, power line carrier technologies, etc., would be helpful.
    • Interest in and awareness of electricity demand forecasting techniques.

    • Sound knowledge of load curve analysis.
    • An understanding of modern electrical metering technologies and approaches is required. This will include energy and demand metering at both customer and bulk supply levels.  A good understanding of ‘smart’, prepayment and other modern metering technologies would also be advantageous.
    • The ability to work collaboratively in a small, multi-disciplinary team is essential, as is the demonstrated ability to keep abreast of the rapid developments in technical advances across utilities.
    • A strong capability in using MS Office applications is required, particularly MS Excel. Knowledge of software packages related to demand forecasting would be an added advantage.

    • Ability to communicate effectively and persuasively (both orally and written).

    • Conversant with ISO Quality Management System
    • Conversant with GPL Performance Management System (PMS)
    • Be conversant with the FACTORIES ACT CHAPTER 95:02, OCCUPATIONAL SAFETY AND HEALTH ACT CHAPTER N0 32 OF 1997, ELECTRICITY SECTOR REFORM ACT CHAPTER 57:01 OF 1999, ENVIRONMENTAL PROTECTION ACT NO 11 0F 1996 of the laws of Guyana, and the Guyana Power & Light License which include the STANDARD TERMS AND CONDITIONS FOR ELECTRIC SERVICES of October, 2010.

Required Qualifications and Experience

Bachelor’s Degree in Electrical Engineering from the University of Guyana or an accredited academic institution and five (5) years of relevant work experience in demand forecasting in a power utility environment. Experience using statistical forecasting applications would be considered   an asset.

Bachelor’s Degree in Economics from the University of Guyana or an accredited academic institution and five (5) years of relevant work experience in demand forecasting in a power utility environment. Experience using statistical forecasting applications would be considered   an asset.
