CLERK OF WORKS

The Government of the Cooperative Republic of Guyana has received financing from the Islamic Development Bank toward the cost of the funding shortfall to satisfy the targets of the Power Utility Upgrade Program (PUUP), and intends to apply part of the proceeds for consultant services.  The services include the monitoring and verification of the works during rehabilitation of the electrical distribution network-Lot C. Please refer to the General Procurement Notice (GPN) for this project that appeared in the Guardian Newspaper, dated September 13, 2018.

The objective of recruiting the Clerk of Works is to provide the capability within the Project Coordinating Unit (PCU) of the PUUP of ensuring that all field activities pertaining to the rehabilitation of the medium and low voltage distribution network are executed by the Contractor according to specifications and construction practices that are outlined in the Contract Document.

The intended outcome of this individual consultancy is the successful rehabilitation of the medium and low voltage distribution network. This will assist GPL in the overall reduction of losses.

The Individual Consultant should have at minimum an Electrical Engineering Technician Diploma or a GPL Apprenticeship Certificate in a related field, along with 5 years’ experience in the construction/operation and maintenance/supervision of electrical transmission and distribution networks. Experience in designing electrical transmission and distribution networks would be an asset.  Knowledge of IEEE/ANSI will be an added advantage.

The Guyana Power and Light Inc. now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrate that they are fully qualified to perform the services. The successful candidate should be able to demonstrate:

 

  • sound knowledge of electrical transmission/distribution networks;
  • working knowledge of electrical distribution networks construction practices;
  • general knowledge of health, safety and environmental practices during construction
  • knowledge of energy meter installation practices
  • knowledge of electrical transmission/distribution network materials
  • ability interpret electrical design/drawings
  • ability to produce reports in Microsoft Excel and Word

 

The consultancy is to be executed over 18 months resident in Guyana.

Interested individual consultants will be determined to be short-listed by demonstrating in their Expressions of Interest that they have the relevant qualifications and experience to carry out the services associated with this consultancy. After reviewing the EOI’s an interview will be conducted to determine/confirm the most suitable candidate for the position.

The attention of interested Individual Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.

The working language of the consultancy will be English, and all reporting will therefore be done in that language.

The consultant will be selected in accordance with the Individual Consultant procedures set out in the Guidelines for the Procurement of Consultant Services under IsDB project Financing, April 2019.
