(GY-G1007) GUYANA UTILITY SCALE SOLAR PHOTOVOLTAIC PROGRAM

Consulting Firm to conduct Topographic Surveys, Flood Risk Assessments, and Geotechnical Investigations for Solar Photovoltaic Farm Project Sites.

The Government of the Cooperative Republic of Guyana has earned financing from the Guyana REDD+ Investment Fund (GRIF) under the Guyana – Norway partnership and intends to apply part of the proceeds towards consulting services under the fiduciary safeguards, and operational policies and procedures of the Inter-American Development Bank (IADB)

The Executing Agency, Guyana Power and Light Inc. (GPL) is seeking to hire a Consulting firm with experience in civil engineering site investigations for ground-mounted utility scale solar photovoltaic farms. The objective of the assignment is for the firm to conduct a site (land) feature and topographic survey, flood risk assessment and geotechnical engineering investigation for each of the eight (8) project sites for the 33MWp as part of the program “Guyana Utility Scale Solar Photovoltaic Program (GUYSOL) (GY-G1007)”. There are two (2) project sites in Region 2 (Essequibo Coast), three (3) project sites in Region 10 (Linden), one (1) project site in Region 5 (West Coast Berbice), and two (2) project sites in Region 6 (East Coast Berbice).

The intended outcome is for GPL to have all relevant information on the ground conditions of each project site through the completion of a) the required topographic survey report; b) flood risk report, and c) geotechnical investigation report. This will minimize risk and liability while maximizing the economic and safe design of the projects to increase the likelihood of the projects being completed on time and within budget.

The successful firm will be guided by a detailed Terms of Reference outlining the general and specific requirements for each of the three work packages described above and the information on the locations. Following the evaluation of the expressions of interest received, the shortlisted firms will be expected to retain the required Key Experts consisting of a qualified Geotechnical Engineer, a qualified Hydraulic engineer/Hydrologist, a Sworn Land Surveyor, and a Project Manager.  Please note that Key Experts will not be evaluated at this stage of the process.

The duration of the consultancy is expected to be forty-two (42) calendar days.

In order to be considered for short-listing, interested consulting firms having the relevant resources, qualifications and experience are herewith invited to submit their Expressions of Interest (EOI) with no more than fifteen (15) pages, including:

(i) legal name of the Consulting Firm;

(ii) legal representative properly authorized to sign the declaration for and on behalf of the Firm;

(iii) address with the country of location; and telephone number;

(iv) e-mail address of contact person and website;

(vi) information about the Consulting Firm organization and its principal areas of expertise and activities;

(vii) description of specific experience in working with site investigations

(viii) description of the specific experiences relevant to the activities listed above.

The information requested in (vi) and (vii) should include, as a minimum: a description of the activities, the degree or percent of participation in the project, the execution period and dates, the level of responsibility held by the company in each project (technical, supervision or administrative responsibility), and the country and region with the location of the project. The curriculum vitae of potential personnel to be involved in the studies are not required at this stage.

The Consulting Firm’s appointed team will work from Georgetown, Guyana, as all site investigations will require visits to the project sites and close coordination with GPL is expected.

Interested consulting firms will be determined to be short-listed by demonstrating in their Expressions of Interest that they have the relevant resources, qualifications, and experience whether by themselves or in conjunction with other eligible firms. As a result of the EOI’s evaluation, GPL will shortlist six (6) Consulting Firms or association of firms, that will be invited, tentatively, during August 2021, to present Technical and Financial Proposals, using a Quality and Cost Based Selection (QCBS) method.

Consulting firms may associate with other consulting firms with the aim of enhancing their qualifications. Working language of the consultancy will be English, and reports will therefore be presented in that language, fluency of the team in English is required.

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-[15]. Firms and individuals recognized from the Bank Member countries will be eligible.
