The Government of the Co-operative Republic of Guyana has received financing in the amount equivalent to US $21,160,000 from the Inter-American Development Bank (IDB), and it intends to apply part of the proceeds to payment for goods, works, related services and consulting services to be procured under the project Energy Matrix Diversification and Institutional Strengthening of the Department of Energy (EMISDE). Component II of the project will be jointly financed with US$3,950,000 from the Guyana Power and Light Inc. Bidding for the project will be governed by the Inter-American Development Bank’s eligibility rules and procedures.

The main objective of the Program is to support Guyana’s evolving energy sector by: (i) investing in sustainable/cleaner energy solutions to diversify the energy matrix in the Hinterland while contributing to climate change mitigation; (ii) investing in the reinforcement of transmission infrastructure to improve reliability and stability of the Demerara-Berbice Interconnected System (DBIS); and (iii) strengthening the Department of Energy (DE) to develop a regulatory framework and improve institutional capacity and governance of the Oil and Gas (O&G) sector.

The main procurement activities and funding under the Program will be as follows:

Component I– includes installation of three Photovoltaic-tied mini-grid systems in Bartica,   Lethem, and Mahdia, totalling approximately 3.15 Megawatts and implementation of a storage capacity to manage intermittence of these sources (US$8,600,000);

Component II– includes installation of a reactive compensation system, a VoltAmpere-Reactive (VAR) at the New Sophia substation, installation of a 69-kV bay or equivalent, construction of an additional transmission line between Kingston and Sophia and upgrading of the existing transmission line (US$6,000,000);

Component III– includes consultancies for capacity building initiatives and a best-practice organizational structure; and technical support for the design of a new O&G legislative and regulatory framework (US$4,500,000);

Component IV- includes management costs, audits, contingencies and monitoring and evaluation of the Program for both Executing Agencies (US$2,060,000).

Procurement processes of contracts financed by the Inter-American Development Bank will be conducted in accordance with the Policies for Procurement of Goods and Works financed by the Inter-American Development Banks (GN-2349-9) or the most current edition) and is open to all eligible bidders as defined in the Policies. Consulting services will be selected and contracted in accordance with the Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (GN-2350-9 or the most current edition) and is open to eligible firms and individuals from Bank Member Countries.

Specific procurement notices for contracts to be bid under the Inter-American Development Bank’s international competitive bidding (ICB) procedures, will be published as they become available. For consulting services expected to cost an amount equivalent to US$100,000 or more, a request for expression of interest will be advertised in the UN Development Business, local newspapers and on the websites of the Inter-American Development Bank, Guyana Energy Agency and Guyana Power and Light Incorporated.
